Is HPSP safe for medical students?  For doctors leaving active duty to enter civilian practice?  Remember, raising ethical issues (e.g. payroll fraud in Dallas, radiation risks in an army hospital in Oklahoma, alleged narcotics abuse in Germany, illegality of torture in Afghanistan, preventable crashes of naval aviators, underequipped ambulances and staffing at Landstuhl (Germany), private use of military resources in Bermuda, etc.) is sometimes punished with reprisal imprisonment of doctors and other military whistleblowers on military psychiatry wards in all military branches.  Is this what is meant by the rule of law in the Land of the Free?

This statement is not meant to impugn the psychiatrists, provided they refuse to accept the referral after evaluation of the "patient", but to indict those who abuse their command power to confine Americans involuntarily in reprisal for acts of conscience. George Randall Taylor, Senior Petty Office, USN reported misuse of the Bermuda Naval Air Station by a prominent American at taxpayer expense, and was confined on the psych ward at Naval Medical Center Portsmouth for his adherence to principle. Pogo said, "We have met the enemy, and he is us."

Victoria M. Voge M.D., MPH, CDR, USN (Ret.) was sent to a Navy psychiatrist who was ordered to diagnose her as paranoid. She was confined to the psych ward in San Diego after issuing a report that disagreed with safety-doctrine. As they say in Germany, but not in America: "Die Gedanken sind frei, nicht wahr?" Reprisal-confinement on a military psychiatry ward persists despite laws forbidding it (1).  The few officers who do this have not been brought to trial:  Doing so would expose the military to criticism in time of war and affect enlistment, particularly ennlistment among medical students in the federal loan program, HPSP (it requires re-payment in the form of military service, and is not a scholarship). 
 
This web page cites names and places.  Decide for yourself whether this is the kind of country you want to defend.  If not, contact Congress and contact the Surgeon General in your Branch if you are a doctor on active duty.  If you fear to do so, send an anonymous letter here for publication on this web site. 
 
Reprisal psychiatry is prison.  We expect it from our enemies, not our countrymen, but today Americans serve at their own risk because the freedoms they have been taught to cherish are at risk.  The psychiatrists who lock up these soldiers and sailors are perceived to be part of a police state.  I believe this conduct by military psychiatrists is torture; the American Medical Association forbids torture.  These psychiatrists should be asked to explain their conduct before civilian license boards.  I once trained in psychiatry before becoming a surgeon.  Confining Americans on psychiatry wards in reprisal for obeying the rule of law reminds me how vulnerable it is.  I have spoken to most of the people on this web page, and am particularly impressed by the statement of Navy Chief Michael Tufarello about his concern for the unnamed victim waiting somewhere...

On this page are cases of reprisal against military whistleblowers, including confinement on a military psychiatry ward without subsequent independent accountability with the possibility of loss of medical license on ethical grounds for the psychiatrists involved.  Their names are known. 
 
Medical students, if you are in a financial bind, you enlist in HPSP at your own risk, because Congress has not helped and will not help whistle-blowers.  Henry Waxman refuses to address the cases of which he has been made aware (David A. Shaller M.D., a triply-boarded doctor; Eric S. Gluck M.D., a Navy surgeon. 
 
In addition, the Supreme Court has twice refused to hear Dr. Shaller's case. 
 
Finally, former Surgeon General Donald Arthur with 2 unaccredited degrees (JD, Ph.D) gave legal advice to other officers regarding Dr. Gluck, a Navy whistleblower, with the consequent loss of his surgical and naval careers, despite the fact that the Navy Inspector General reported that Dr. Gluck was denied due process. )
 
  College students, choose your career accordingly.  Gulag-psychiatry in reprisal for whistleblowing is not, of course, limited to physicians as victims:  See the cases of Michael Tufariello and George Randall Taylor, both petty officers in the Navy.  They were confined on psychiatry wards for whistleblowing.  Dr. Gluck would have been similarly confined in reprisal had not a Navy captain in Connecticut intervened.
 
  Yesterday I reported another case to Dr. Eric Schoomaker, Surgeon General of theArmy (703-681-3000).  I did so under the protection of Public Law 100-456, the Military Whistleblowers' Protection Act.

In the military if you allege wrongdoing to the Inspector General, you risk forcible confinement on a military psychiatry ward, sometimes in the hospital of another Branch...so you must be crazy to report crime:  Catch 22.  This problem has been in the media since then-Representative Barbara Boxer went on ABC TV.  Landstuhl, Walter Reed, Balboa, Portsmouth and other military medical "centers" have disgraced themselves by colluding to deny due process to citizens serving this country.  The problem is recurring now at Walter Reed and has been brought to the attention of Dr. Eric Schoomaker, Surgeon General.  His telephone is 703-681-3000.  If you would like a blog set up on this topic, either here or on Facebook or Twitter, email me at HButler@post.Harvard.edu.
 
 
Doctors who lock up their colleagues on military psychiatry wards in reprisal for reporting to the Inspector General do so in violation of their Hippocratic Oath and of Public Law 100-456:  Their specialty boards, their Members of Congress, and their state medical license-boards will be so advised because Congress will do nothing to restore the careers destroyed by this charade.  The Surgeons General of their respective military Branches will be invited to explain why independent psychiatric opinion acceptable to all parties is not required as a standard of excellence...
 
In the spirit of due process and disclosure, said psychiatrists are welcome to respond here ...
