Anyone with a computer can keep an encrypted copy of a medical record for use by the doctor at the time of treatment, with return of the record to the patient for privacy.

Patients and doctors can use CD or online progarms to store encrypted information for pricacy.  The patient controls access.

Disadvantages

An injured patient may not be able to control access; but his family may grant access if the patient has allowed it.
