Some doctors will train in the USA and choose to practice outside the USA. Some of these doctors will be Americans. They will choose other countries for reasons described in T.R. Reid's The Healing of America.

Over There--It Costs Less; It Pays Less.

No one tells you about the "Double Coyotes" so don't bother to ask. Instead, pay a lawyer to go over the contract with you.  Always work at a new place for a few weeks before signing a long-term contract, because contracts are like blind-dates:  Key details are in the fine print.

Some states will protect doctors' due process rights, but most states will not.   Hospital boards have lawyers:  They know what is needed to attract
and retain doctors:  Incentive and Due Process.
